REGULAR MEETING

PRINGLE-MORSE CONSOLIDATED INDEPENDENT SCHOOL DISTRICT

BOARD of TRUSTEES

August 21, 2007

Trustees present:  Jerry Crowl, Jerry Hart, Clyde M^cCloy, Carolyn Shields, Jon Mark Tolleson, Robin Wilson.

Administration present:  Superintendent Kent Hargis, Business Manager Paige Speck.

A quorum was established and President Jerry Hart called the meeting to order at 7:05 p.m.

No one was present for public comments/audience participation.

President Hart, along with other Trustees and Superintendent Hargis, conducted a public discussion of the 2007-08 District budget and the 2007 proposed tax rate.

Jon Mark Tolleson moved to adopt the 2007-08 District budget (attached); the motion was seconded by Jerry Hart and carried 6-0.

Jerry Hart moved to adopt by written ordinance (attached) a 2007 tax rate of $1.04 per $100 evaluation for the purpose of maintenance and operations of the District; Jon Mark Tolleson seconded the motion and it carried 6-0.

Jon Mark Tolleson moved to approve July 31, 2007, Board minutes; the motion was seconded by Jerry Hart and carried 6-0.

Business Manager Speck presented the financial report, which consisted of budget update, cash position, and review of monthly expenditures.

Trustee James Lieb joined the meeting at 7:17 p.m.

Jerry Hart moved to approve 2006-07 budget amendments (attached); Jerry Crowl seconded the motion and it carried 7-0.

Clyde M^cCloy moved to designate the District’s fund balance reserves as follows:

Object code 3510 ……….  $800,000

Object code 3530 ………  $350,000

Object code 3540  ………  $  25,000

Object code 3590  ………. $220,000

the motion was seconded by Jon Mark Tollson and carried 7-0.

Jerry Hart moved to approve an agreement (attached) with Blue Star Bus Sales for the lease-purchase of a  new 2007 Blue Bird school bus with an annual lease payment of $13,179.61; the motion was seconded by James Lieb and carried 7-0.

James Lieb moved to accept the bid (attached) of Morse Implement and Auto for automotive fuel and maintenance for 2007-08; Robin Wilson seconded the motion and it carried 7-0.

Jerry Hart moved to approve transfer students Elizabeth Adkins and Reece Essler; the motion was seconded by Jon Mark Tolleson and carried 7-0.

Superintendent Hargis reported that Pringle-Morse CISD received an accountability rating of Recognized on the 2007 TAKS tests.  He briefly went over the report, explaining what is involved to achieve the rating.

No action was taken regarding HB 3678, the Religious Viewpoints Antidiscrimination Act (RVAA).

In his report, Superintendent Hargis:

            Projected enrollment of 118 students;

            Reported the District’s unemployment insurance premium will decrease this year, due to the fact                 that there have been no recent unemployment.

The meeting adjourned by general consent at 8:38 p.m. on August 21, 2007.
