REGULAR MEETING

PRINGLE-MORSE CONSOLIDATED INDEPENDENT SCHOOL DISTRICT

BOARD of TRUSTEES

October 23, 2007

Trustees present:  Jerry Crowl, Jerry Hart, James Lieb, Carolyn Shields, Jon Mark Tolleson.  Trustees absent:  Clyde McCloy, Robin Wilson.

Administration present:  Superintendent Kent Hargis, Business Manager Paige Speck.

Guest present:  Sadie DeLaCruz.

A quorum was established and President Jerry Hart called the meeting to order at 7:12 p.m.

No one was present for public comments/audience participation.

Superintendent Hargis and Trustees conducted a public hearing regarding the taxing of tangible personal property in transit which would otherwise be exempt.

Superintendent Hargis and Trustees conducted a public hearing regarding the necessity to change Trustee terms.

Jon Mark Tolleson moved to approve September 20, 2007, Board minutes; the motion was seconded by

Jerry Hart and carried 5-0.

Business Manager Speck presented the financial report, which consisted of budget update, cash position, and review of monthly expenditures.

Superintendent Hargis explained the 2006-07 Consolidated Reading Initiatives Report (attached), a part of the Federal Title I program that provides funds for reading and mathematics remediation.

Trustees appointed James Lieb and Carolyn Shields as Board representatives on the Campus Development and Improvement Committee.

No action was taken regarding nominations to the Sherman County Appraisal District Board.

Regarding the election of the Hutchinson County Appraisal District Board, Jerry Crowl moved to cast 61 votes for Robert Bradley, 62 votes for Leslie Deaton, 62 votes for Todd Harris, and 62 votes for Leslie Monden; James Lieb seconded the motion and it carried 5-0.

Jon Mark Tolleson moved to approve the resolution (attached) to tax tangible personal property in transit which would otherwise be exempt pursuant to Texas Tax Code, Section 11.253; the motion was seconded by Jerry Hart and carried 5-0.

Trustees and Superintendent Hargis discussed the changes to trustee terms and election procedures, necessitated by House Bill 1, passed during the Third Special Session of the 79th Texas Legislature in 2006.

Jerry Hart moved to approve the resolution (attached) changing the length of terms of the Board of Trustees of Pringle-Morse CISD to four years with biennial elections in order to comply with Texas Education Code, Section 11.0581; Jerry Crowl seconded the motion and it carried 5-0.

Trustees drew to lots in order to transition to four-year terms.  Terms for Clyde McCloy, Jerry Hart, Jon Mark Tolleson and Robin Wilson will expire in November, 2008; terms for Jerry Crowl, James Lieb and Carolyn Shields will expire in November, 2010.

No action was taken regarding Level II board training.

Trustees set November 13, 2007, at 1:00 p.m. as the date for the regular November meeting.

Jerry Hart moved that the Board add, revise or delete (LOCAL) policies as recommended by TASB Policy Service and according the Instruction Sheet for TASB Localized Policy Manual Update 80; Carolyn Shields            seconded the motion and it carried 5-0.

In his report, Superintendent Hargis:

            Reported current enrollment of 109 students;

            Discussed Region 16 districts’ tax rate survey;

            Reminded Trustees of the TASB Legal Seminar on November 14, 2007.

The meeting adjourned by general consent at 9:40 p.m. on October 23, 2007.
